He completed his education at Dokuz Eylül University, Faculty of Economics and Administrative Sciences, Department of Public Administration. He has an IPMA (International Project Management Association) B Level (Senior) Professional Project Manager Certificate. He began his professional life at the university at which he studied. He developed himself in the field of national and international support at the Dokuz Eylül University Project Management and Support Department and continued his professional life in this field. Coşkun started working at Near East University as of April 2019 and worked on establishing the Technology Transfer Office, Technology Development Zone, Fab-Lab, Maker Lab, and pre-incubation structures under the umbrella of the Near East Research, Innovation, and Technology Area (NERITA). With the activation of the TTO structure, he began to provide support services to researchers related to the management of intellectual rights and played an active role in University-Industry Cooperation Studies. He conducts systematic studies on the protection of the intellectual assets of researchers at Near East University. He also teaches Project Management, Quality Management, Technology Management in Health Institutions, Learning to Learn, 21st Century Competencies, and Time Management at the Faculty of Health Sciences. He also serves as the Centre Reporter within the Centre of Excellence of Near East University.
