He was born on 16.08.1968 in Sandıklı, Afyon. He graduated from Isparta Gönen Öğretmen High School and from Ankara University Faculty of Law in 1989. He completed his master's degree at the Cumhuriyet University Institute of Social Sciences, Department of Public Administration with his thesis titled "Suspension of Execution in the Turkish Administrative Judiciary". He served as a member of the Sivas and Mersin Tax Court, a member of the Erzurum Administrative Court, the Presidency of the Erzurum Administrative Court, and the President of the Erzurum Regional Administrative Court. Akçil, who was selected as a member of the State Council in 25.02.2011, conducted the duty of being the head of the Turkey Justice Academy between 27.02.2014-09.07.2018 and was chosen to be the head of the Council Presidency of the Tenth Chamber on 17.12.2018, is married and has four children.
